Unified Command: In ICS, a collaborative team effort which allows all agencies with responsibility for the incident, either geographical or functional, to manage an incident by establishing a common set of incident objectives and strategies
UNIFIL: United Nations Interim Force in Lebanon
Uniform Resource Identifier (URI): Generic term for all types of names and addresses that refer to objects on the World Wide Web
Uniform Resource Locator (URL): Global address of documents and other resources on the World Wide Web
Uninterruptible Power Supply (UPS): Backup system that provides continuous power to critical equipment in the event that commercial power is lost; typically provides short-term power to power down critical systems
Unit: Organizational element having functional responsibility; commonly used in ICS Incident Planning, Logistics, or Finance/Administration sections and can be used in operations for some applications
Unit Ministry Team: Consists of a chaplain and a chaplain's assistant to provide religious support
Unity of Command: Hierarchical methodology that states that each person within an organization should report to only one superior. See Incident Command System
Unix: Widely used multi-user, multitasking operating system developed at Bell Labs in the early 1970s
UNOCHA: United Nations Office for the Coordination of Humanitarian Assistance Relating to Afghanistan
UNOSAL: United Nations Observer Mission in El Salvador
UNOSOM: United Nations Operation in Somalia
UNPROFOR: United Nations Protection Force
Unprotected Share: In Windows, a mechanism that allows a user to connect to file systems and printers on other systems
UNRWA: United Nations Relief and Works Agency for Palestine Refugees in the Near East
Unstructured External Threat: Individual outside the organization who may be a threat; usually technically unskilled or unsophisticated
Unstructured Internal Threat: Individual inside the organization who may be a threat; usually technically unskilled or unsophisticated
Unstructured Threat: Tends to be technically unskilled or unsophisticated
UNTAC: United Nations Transitional Authority in Cambodia
Untrusted Process: Has not been evaluated or examined for adherence to security policies; may include incorrect or malicious code that attempts to circumvent security mechanisms
UNV: United Nations Volunteer

U.S. Army Corps of Engineers (USACE): Army organization with responsibilities for limited public works and emergency response; can be employed in flood fighting, flood rescue work, and the repair or restoration of flood control works; for disaster mitigation, direct coordination on disaster matters is handled by the division and district engineer offices with Army headquarters and with FEMA/DHS regional offices
User: Person, organization entity, or automated process that accesses a system, whether authorized to do so or not
User Account: Windows NT file that contains information that identifies a user to Windows NT; includes user name and password, groups in which user account has membership, and rights and permissions user has for using the system and its resources
User Contingency Plan: Alternative methods of continuing business or government operations if IT systems are unavailable
User Datagram Protocol (UDP): Communications protocol, like TCP, that runs on top of IP networks; provides very few error recovery services, instead offers a direct way to send and receive datagrams over an IP network; used primarily for broadcasting messages over a network; doesn't provide packet sequencing as data packets arrive
User ID: Unique symbol or character string used by a system to identify a specific user
User Manager: Windows NT utility that lets users with administrative privileges edit and define individual user accounts and privileges for a local workstation
User Profile: Patterns of a user's activity that can be used to detect changes in normal routines
Utilities: Privately/publicly owned companies and organizations that provide essential services, such as gas, water, electricity, telecommunications
