Gap Analysis: Process whose goal is to identify the
differences between BCM/crisis management requirements (what the business says
it needs at time of an event) and what is in place and/or available
Garden Plot: DoD and subordinate headquarters OPLAN addressing civil disturbance
operations
Garrison Towns: Communities controlled by government forces in the
midst of a conflict zone
Gateway: Network element that acts as an entrance to another network
General Staff: Management personnel reporting to Incident Commander or to EOC
Director; typically consists of Operations Section Chief, Planning/Intelligence
Section Chief, Logistics Section Chief, and Finance/Administration Section Chief;
may also be called Section Coordinators
Generic: 1) Activity monitoring and change detection software, since they look
for viral-like activity rather than specific virus signatures; heuristic scanners
often included as they are a type of activity monitor; 2) virus scan string
which matches more than one virus; 3) use of error recovery or heuristic techniques
for disinfection
Generic ICS: Describes an ICS that is generally applicable to any kind of incident
or event
Geographic Distribution: Measures range of separate geographic locations where
infections have been reported; includes high (global threat), medium (present
in a few regions), and low (localized or non-wild threat)
Gethostbyaddr: DNS query occurring when the address of a machine is known and
the name is needed
Gethostbyname: DNS query occurring when name of a machine is known and the address
is needed
GNU: Unix-like operating system that comes with source code that can be copied,
modified, and redistributed
Gnutella: Internet file sharing utility that acts as a server for sharing files
while simultaneously acting as a client that searches for and downloads files
from other users

Golden Hour: Principle stating that unstable victims must be stabilized within
one hour following injury to reduce the risk of death
Goodwill: Value attributed to an organization over and above the value of its
physical assets as a result of its reputation in the market place

Government Mobilization: Marshaling Federal, state and local
government resources to carry out tasks required to manage emergencies; involves
bringing to appropriate state of readiness the leadership, policy making groups,
legislative bodies, courts, and supporting communications, facilities, procedures,
and authorities to manage the emergency
Governmental Apathy: Indifference to prompts to action
towards disaster preparedness among local, state, and federal governmental bodies,
caused by opposing special interest groups (e.g., building structures on a flood
plain), lack of an organized constituency advocating disaster preparedness,
defeatism, priorities competing with "low probability" events, which
disasters are, difficulty substantiating the benefits of preparedness, overestimation
of capability, the "intergovernmental paradox," and ambiguity of responsibility.

Governor's Authorized Representative: Person named by a Governor in a Federal-State
agreement to execute on behalf of the state all necessary documents for disaster
assistance and evaluate and transmit local government, eligible private/non
private facility, and state agency requests for assistance to a Regional Director
following a major disaster or emergency declaration
Granularity: Relative size of a data object; e.g., protection at the file level
is considered coarse granularity, whereas protection at record or field level
is considered to be of a finer granularity
Grassroots Organizations (GROs): Third World membership firms
that improve and develop their own communities; also called people's organizations
or base groups; three types: a) local development associations (LDAs)
such as village councils or neighborhood associations; b) interest associations
which are more limited in membership, and tend to work on particular issues;
and c) pre-cooperatives, cooperatives, and other community-based enterprises
that feature broad-based ownership and participation in wider community development
activities
Grassroots Support Organizations (GRSOs): Nationally or regionally
based development assistance groups, usually comprised of paid professionals
that work with GROs in communities other than their own; also called intermediary
NGOs (non-governmental organizations)
GRO Networks: Regional cross-linkages among GROs Ground Support
Unit: Functional unit within Support Branch of Logistics Section that
is responsible for fueling, maintaining and repairing of vehicles, and the transportation
of personnel and supplies
Group: 1) In Windows NT user manager – account that contains other accounts,
which are called members; permissions and rights granted to a group are also
provided to its members; 2) groups are established to divide an incident into
functional areas of operation; composed of resources assembled to perform a
special function not necessarily within a single geographic division; 3) groups
are located between branches (when activated) and resources in the Operations
Section; 4) functional division (e.g. air support, salvage, structure protection,
etc.)
GRSO Networks: Based on horizontal linkages among GRSOs; include formal umbrella
organizations or consortia, informal service networks that exchange expertise
and cooperate in the field and broader support movements that may include individual
professionals and activists as well as GRSOs
Guard: Processor that provides a filter between two disparate systems operating
at different security levels or between a user terminal and a database to filter
out data that the user is not authorized to access
